| 摘 要： | 实践中依法行政的推行受到体制、法制、人的观念和素质等条件的制约。现阶段推行依法行政，应着重解决理顺党政权力关系、完善行政法律体系、改革行政执法体制、优化行政执法队伍、强化行政权力监督等几个问题。

| Abstract: | The promoting of law-abiding administration in practice is often undermined by social system, legal institutions, concept and quality of people concerned. To improve this, efforts should made to balance the power between Party and government, to perfect the legal system of administration, to reform the legal institution of administration, to regroup the law executives and to strengthen the supervision with regard to power of administration. |
