| 摘 要： | 江苏13座城市入选国家历史文化名城,体现了该地区深厚的文化历史积淀和优秀的城市精神内涵。地方立法作为一种法律保障,对加强历史名城保护、弘扬优秀传统文化、约束各类破坏行为起到重要作用。对江苏10座地级市的名城保护地方立法发展进行梳理,对各市立法名称、目的、体例、保护对象、保护措施、法律责任进行比较研究,提出修订和新增相关立法时可采用的思路和建议,可为丰富名城保护法治理论提供参考。

| Abstract: | 13 cities in Jiangsu have been selected into the national famous historical and cultural city,which embodies the profound cultural and historical accumulation and excellent urban spirit.As a kind of legal guarantee,local legislation plays an important role in strengthening the protection of famous cities,carrying forward excellent traditional culture and restraining destructive behaviors.This paper combs the local legislation on the protection of 10 historical and cultural cities in Jiangsu,makes a comparative study on the names,purposes,styles,protection objects,protection measures and legal responsibilities of each city’s legislation,and puts forward the ideas and suggestions that can be adopted when revising and adding relevant legislation,so as to provide a reference for enriching the theory of the protection of cities by the rule of law. |
