| 摘 要： | 本文分析认为:西部旅游业发展的最大优势是自然资源。西部旅游业大开发应走以开发生态旅游业为主,以历史文化为线整合旅游业综合竞争力之路;西部自然旅游资源难开发,资金需求巨大,因此,必须更新观念与机制,以大开放的姿态、以规范、高效的市场、以高质量的政府服务吸引国内外的资金,尤其要吸收国外的资金,西部大开发才有启动与发展的持续动力;西部旅游业的大开发应采取牵引式层次开发推动旅游业发展的模式,这样即有利于集中合理使用宝贵的资金,又能有效扼制低水平重复建设,及早排除恶性竞争的可能,以保证西部旅游业可持续发展。

| Abstract: | In this paper,the authors'analysis shows that the most important advantage of the tourist development in West China is natural resourses.Thus western tourism development must focus on ecological tou rism and cultural resources to integrate the competence of tourism.It is difficult and expensive to develop the natural resourses in West China,so we must modernize our ideas,with open attitude,regular and high-efficient market,and high quality public service,to absorb internal and foreign investment to push a sustainable development.We should choose a pull and hierarchical model to promote the model of tourism,so that we can make a centralized use of the valuable investment,control repeated construction efficiently,drive away the possibility of backward competition,and assure a sustainable development of western tourism. |
