| 摘 要： | 版权问题自数字图书馆诞生之日起就引起大家普遍的关注和争议，地市级图书馆也面临着同样的问题。如今，各地市级图书馆纷纷建立当地的地情资料库，可是版权问题仍是卡在建设数字资源上的一个瓶颈。地市级图书馆地方文献数字化有其自身的特点，应该从其特点入手逐步解决数字化过程中遇到的版权问题。本文就如何解决这一问题展开讨论，提出可行性办法。

Nowadays, every city almost has set up the local datebases, the copyright issue is always a bottleneck.The meddling cities have self-character, if we start from which,the issue will be readily solved.This article will come out feasibility way to settle the issue. |
