摘    要:教育改革和发展需要“完整的社会支持”,其中政策支持至关重要。政策支持的要领在于“上下衔接、内外配套、左右协调”。所谓“上下衔接”,是指在纵向上教育改革和发展的各级政策要上下一体而确保教育改革和发展政策法力的“一统”,即形成一个有机系统;各级政策衔接运行,不能搞“一刀切”、“朝令夕改”,也不能搞“上有政策、下有对策”。所谓“内外配套”,是指教育改革和发展的内部政策(教育政策)和外部政策(社会政策)要相互匹配而形成教育改革和发展政策推力的“二合”,即形成一股强劲合力;不能以政治、经济等社会政策扭曲、取代、牺牲甚或折腾教育及教育改革,要发挥社会政策对教育改革和发展的良性支持与促进作用。所谓“左右协调”,是指在横向上教育改革和发展的各类政策要左右均衡而保证教育改革和发展政策效力的“三公”,即体现公共性、公正性、公平性;各类政策协调运行,不能冲突相抵或扯皮推诿,不可在不同类型、不同地区、不同层次、不同人群的教育之间支持失衡、失当、失协。

Abstract:Educational reform and development needs integrated social support, among which policy support is of the crucial significance. The key points of policy support lie in lengthwise joining, internal and external assorting and lateral coordinating. Lengthwise joining refers to the consistency of policies at all levels to ensure the unity of legality of educational reform and development all over the country, which means forming an organic system. It refuses the rigid uniformity and frequent changes as well as the inef- fective implementation of policies at the local levels. Internal and external assorting refers to the combina- tion of internal educational policy and external social policies on educational reform and development to form a unification of policies, which means forming strong join forces. Social policies regarding to politics, economy and other aspects, instead of distorting, displacing, sacrificing or even tossing about education and educational reforms, should function to support and facilitate educational reform and development. Lateral coordination refers to the balance of all kinds of policies on educational reform and development to guarantee the policy potency, namely, publicness, justice and equity. There should be no conflict and buck-passing, and unbalanced or inappropriate support for education of different types, in different regions, at different levels and for different groups of people.
