| 摘 要： | 县委及县委书记权力过于集中,监督乏力,并无限扩张、滥用,＂县委书记腐败现象＂折射出县级党政权责错位。改变这一现象,需要完善县权改革,界定党政权责,强化党内外监督和法律监督,改革现有监督体制,规范县党委依法正确行使权力。
