| 摘 要： | 近年来我国公共危机事件频发,严重威胁人类安全和社会稳定,给政府危机管理带来新的挑战。危机管理是一项非常规化的情景性管理,极大地考验着政府的随机决策和执行能力,同时对行政伦理也提出了新的要求。文章试从行政伦理的角度阐述政府危机管理,在略述危机管理中的行政伦理困境后,阐述了走出政府危机管理行政伦理困境的建议,有助于公共危机管理的人性化解决。

| Abstract: | In recent years, public crisis are frequent in China, which posts threats to the safety of people and social stability, and also brings new challenges to government crisis management. Crisis management is an unconventional contextualization management, which severely tests government’s abilities of randomized decision and execution, and makes new requirements on administrative ethics. This thesis represents government crisis management from the perspective of administrative ethics, and illustrates administrative ethic dilemma in the crisis management. It also provides suggestions to solve the dilemma humanistically. |
