| 摘 要： | 建立现代大学制度必须贯彻落实全心全意依靠教职工办学的指导思想,这样才能体现教职工在高校的主人翁地位,才能作出符合教育发展和社会需求的科学正确决策,才能促使学校办学质量和办学效益的共同提高。通过对教代会在现代大学制度中的定位进行分析,剖析了学校在执行教代会制度中遇到的难点问题及原因,并从创新和完善基层对教代会的认识机制、教代会议题的确定机制、教代会机构的工作机制、教代会闭会期间的运行机制等方面对教代会工作机制的改革和创新提出新的设想。

| Abstract: | The establishment of a modern university system requires implementing the guiding ideology that the operation of a university must depend on the teaching staff.Only in this way, can the master status of the teaching staff promote correct and scientific decisions made in ac- cordance with the scientific development of education and social demands in quality university administration.The paper focuses on the position of the teaching staff congress in a modern u- niversity system,which analyzes the difficulties and the corresponding causes for the implemen- tation of the teaching staff congress in the university.This process puts forward new ideas about the reform and innovation of work mechanisms of the teaching staff congress in terms of perfec- ting and innovating the cognition mechanism of primary units towards the teaching staff con- gress（ TSC）,the confirmation mechanism of TSC bills,the work mechanism of TSC institu- tions and the operation mechanism of TSC when at recess. |
