| Abstract: | The establishment of Heilongjiang provincial system was late including three stages：encouragement at the first period, blocking at the middle period, development at the later period. The provincial system was not established until the later period of Guangxu period. The immigrants were the main cause of the establishment of the Heilongjiang provincial system. |
