| 摘 要： | 本文根据世界私立教育发展的经验和现状，首先指出其在理论和实践方面的五大争鸣问题：政府应不应支持私立教育的发展；政府应不应公平资助私立学校；举办私立学校是不是可以减少政府财政支出：私立学校的赢利如何处理；举办私立学校是否会加大社会阶层的分化。然后提出私立教育发展的三大趋势：私立教育的发展规模将得到进一步扩大；提高质量是增强私立教育竞争力的必然之路；政府在加大对私立教育支持力度的同时也将加强监管。
