| 摘 要： | 气象服务与国民经济、社会发展和人民生活息息相关。它的存在价值是让人们更合理地利用气象资源。更有效地避免或降低自然灾害损失。气象服务是一种典型的由政府提供的社会公益性产品。需要根据气象产品服务的特点，采取科学有效的服务方法和先进的技术手段提供服务。结合经济建设和社会发展的实际。提供更专业化、精细化的气象信息服务产品，建立完善的极端气象灾害应急预案。完善应急预案的启动机制，建立多灾种早期预警机制，进一步完善部门联合、上下联动、区域联防的防灾机制。

| Abstract: | The meteorological service is closely related to national economy, social development and people＂ s lives. Its existence allows people more rational use of meteorological resources and more effective measures to avoid or reduce the lossescaused by the natural disaster. Meteorological service is a typical public welfare goods provided by the government. It is required to provide service by scientific and effective service approach and advanced technical means. It should be combined with the reality of economic construction and social development to provide more specified, more precise meteorological information service. It＂ s also necessary to establish perfect extreme weather emergency response plan, better the starting mechanism of emergency response plan, establish early warning mechanism of multi-disasters to improve cooperation between different levels and districts of government departments, aiming to make contribution to the economimc and social development, and enhance the position and function of meteorology in it. |
