| 摘 要： | 理性认识铀对外依存,正确理解铀对外依存度与铀供应保障之间的关系是正确分析我国铀供应现状、完善铀供应体系的前提和基础。通过对铀对外依存度的概念、内涵、计算方法及世界主要核电国家/区域铀供应体系的分析得出:由于世界铀资源分布与核电发展的非均衡性,铀市场注定是全球性市场;铀对外依存度仅能反映铀供应安全的一个方面,铀供应的关键问题在于构建合理的铀供应保障体系,保证国外铀产品为我所用。为保障能源资源长远供应安全,我国有必要在一定程度上对外依存铀,同时加大国内铀矿勘探开发投入力度,全方位开展国际铀贸易,灵活采取多种方式促进海外铀资源勘探开发,积极发展天然铀循环加工服务,建立和扩充铀储备完善现有铀供应体系。

| Abstract: | Rational knowledge about uranium foreign dependence is the premise and basis of scientifically explaining the relationship between foreign dependence degreeand supply security of uranium. This information is needed to correctly understand the status of China's uranium supply and promote improvement of the uranium supply system. The concept and calculation methods of foreign dependence for uranium are discussed here to explant the meaning of foreign dependence for uranium and the relationship between foreign dependence and supply security. I found that because of the imbalance between the uranium resource distribution and nuclear power development, the uranium market is doomed to be a global market. The foreign dependence on uranium only reflects a field of uranium supply security, while the amount imported and the proportion of this in global trade also reflect the degree of uranium supply security. The key to uranium supply is to construct a reasonable supply system that ensures foreign uranium resources for Chinese use. In order to guarantee long-term energy supply security, China has to have a certain dependence on foreign uranium to reduce overall dependence on foreign energy resources. Drawing from the uranium supply experiences of nuclear countries/regions, China has to take more measures to improve the uranium supply system, including:(1)increasing investment and policy support to domestic uranium exploration and development;(2)comprehensively developing global uranium trade;(3)promoting overseas uranium exploration and development;(4)actively developing uranium processing services for other countries;(5)establishing and expanding uranium reserves. |
