英美两项高等教育系统职能分化政策的比较分析

摘    要:美国加州的"三重制"和英国的"双重制",都是产生于20世纪60年代的高教系统职能分化政策。通过比较分析可以看出:政策环境的差异在很大程度上影响了它们的发展方向,政策的合法性程度是决定它们运行稳定与否的关键。
