| Abstract: | The conditions of teaching and research in local higher learning institutions are not as good as those in other universities. And local higher learning institutions are not as competitive as other universities in attracting high quality human resources, therefore, development and management of human resources in local higher learning institutions is even more important. This paper explores the development and management of human resources in local higher learning institutions, aiming to provide theoretical basis for the development and management of human resources in local higher learning institutions. |
