| 摘 要： | 学术是大学的灵魂,人才是大学的脊梁.建树一流的学术,构建一流的人才队伍是建设世界一流大学的核心任务.本文就大学科研和学术水平提升以及培养和吸引人才等工作展开论述,并对大学发展中有关人才与学术方面存在的问题进行探讨.英雄有用武之地,人尽其才的有效用人机制,完善的奖励和人事分配制度,合理的人才结构和必要的人才规模是高校构筑人才高地的重要举措.强化大学中的学术水平中心地位,在重视大学学术水准和科学研究的同时不割裂教学与科研的关系,倡导在教学基础上承担起科学研究,是不断提升大学科研学术水平的必由之路,只有教学与科研较好地结合才能培养优秀的高级人才,才能让一所高校屹立于著名高校之列,并始终处于领先地位.

| Abstract: | The academy is the soul and the faculty is the backbone. The core tasks for the university that aims to be well known all over the world are to develop the first grade academy and to construct a top-rank teaching and research team. This paper states some methods about how to improve the level of academy and scientific research effectively, and discusses some problems existing in the current educational system in China and how to solve them. We take some measures, for instance, establishing a favorable manpower utility system to encourage them do their best; establishing a rational salary distribution system based on rewards and publishing; establishing a reasonable faculty structure and scale. It also emphasizes the combination with research and teaching sparks plug teachers to do more research on the base of teaching. Only by this way can the advanced faculty be trained and can the university be one of the outstanding in the world. |
