| 摘 要： | 通过中美两国中央政府财政支出结构的比较，可以看出我国政府的财政支出结构中经济建设、文化教育和行政管理三个方面支出比例偏高，而在社会保障和国防保卫两个方面支出比例偏低。这种支出比例上的不合理现象，表明我国中央政府职能与市场经济的内在要求之间存在着一定程度的错位。因此我国中央政府应当主动地优化财政支出结构，进而完善职能结构，最终为经济现代化奠定制度基础。

| Abstract: | s:By comparing the structure of financial expenditure of both Chinese and America central gov-ernment,it can be concluded that the percentage of government's financial expenditure is relatively high in e-conomic construction,culture and education,and administrative management;but relatively low in social se-curity and national defense.This irrational phenomenon indicates that,to some degree,our central government hasn't performed what market economy inherently requires.Thus,our central government should actively opti-mize the structure of financial expenditure,perfect the structure of government function and finally lay an in-stitutional foundation for modernization of economy. |
