| 摘 要： | 本文以《学部中央教育会议议决统一国语办法案》为基础分析讨论其所涉及的三个问题:一是国语定名与国家之间的关系问题;二是国语与方言及官话之间的关系问题;三是讨论国语推广策略与推广机构的建设问题。文章认为,通过分析可以看出"统一国语办法案"提出了切实可行的国语推广策略,值得我们重视;通过百年之间各种推广机构的排列分析,可以看出国语(普通话)推广历程的曲折坎坷,真正要做好语言规划,需要天时地利人和。
