我国城市土地经营中的问题与对策探讨

摘    要:城市土地经营是城市经营的核心和关键。国有土地非法入市、国有土地资产收益大量流失;土地出让以生地、毛地为主,熟地出让比重低;土地供应协议方式比重大,招标拍卖比重过低等是我国城市土地经营中的一些主要问题.对此,必须继续深化土地使用制度改革、加强城市科学规划管理以及积极寻求并实施合理有效的经营方略,这必将对健康地开展城市经营,促进城市建设发挥积极作用。

Abstract:Urban land management is the core and crux of urban management.There are some primary issues in our urban land management today,such as state land unlawfully entering markets,going away largely of the benefits from state land capitals,land remising mainly in raw or rough globes and lower proportion of mature land remising,land supplying mainly in consultative way and too lower proportion of supplying in public bidding or public sale,and so on.Withal,it must exert positively to urban management and the cities' construction by continually deepening the land use systems' reformation,strengthening the cities' planning and management and seeking for and carrying out the rational and effective management countermeasures.
