| 摘 要： | 公共图书馆制度供给是政府为保障公民文化权利的实现、公共图书馆事业的健康发展而提供的正式制度安排，其属于社会制度安排意义上的制度供给。源于公民文化权利的需要与公共图书馆的特性，政府理应成为图书馆的主要制度供给主体，其对发展公共图书馆事业负有着不可推卸的责任。目前我国公共图书馆事业建设存在着较为严重的制度供给缺位的现象，因此政府必须积极履行制度供给的责任。

| Abstract: | During the development of public libraries, government possesses institution supply responsibilities.Government should realize that providing institution supply is the official institution arrangement which our country and government make to safeguard citizens’ cultural right and guarantee public library enterprises’ healthy development.It belongs to the national macroscopic level. The government is the public library core responsibility main body.Providing the good institution is the governments’ necessary responsibility. But in the real life，serious government institution supplies vacancy actually becomes the biggest barrier which hinders public library enterprise development. Therefore,current government should actively impetus public library legislative work. |
