| 摘 要： | 可持续发展需要强大的资金支持。为使环境成本内部化,政府应征收资源税和污染税,并依据对称性原则建立资金筹集和使用的良性循环机制。为了解决目前存在的问题,实现资金的规范化管理,应建立和完善其监管机制。

| Abstract: | Sustainable development needs an immense sum of money. In order to make the environmental cost internalism, the government should levy taxes on natural resources and pollution, and according to the symmetry principle, the government should establish a capital collection and use and a virtuous circle mechanism. In order to solve the present problem, realize the standardized management of the capital, the government should establish and perfect its supervision mechanism. |
