| 摘 要： | 法治精神与法制建设是构建社会主义和谐社会的灵魂。民族地区地方立法必须完善涉及经济发展、民主法制建设、先进文化建设、维护各族群众利益等方面的法规,为民族地区构建和谐社会奠定更加良好的物质基础、制度基础、思想文化基础、群众基础、社会发展力基础、和谐的民族关系基础、发展环境、生态环境和组织建设基础。

| Abstract: | The spirit of law and its construction are the souls of setting up the socialist harmonious society. The law making in minority nationality regions must fulfill the laws which should cover aspects dealing with the development of the economy, the construction of the demonstration, the establishment of advanced culture, and the protection of the people's profit and so on so forth, and in this way to form a fundamental basis on which all the aspects such as the materials, systems, culture, mass, the developing forces of the society, the harmonious relationships between different nationalities, the environment, the nature circumstances and organizations may be correctly settled during the construction of the harmonious society in minority nationality regions. |
