| 摘 要： | 正在进行科技体制改革的我国,如何提高科技创新能力,关系到能否实现中华民族的伟大复兴,关系到能否立足于世界民族之林。我们应准确认识到制约我国科技组织创新能力提高的一些因素,从科技体制及其管理入手进行科技体制的改革,对科技人才的培养及管理也要适应当今时代的需求,努力营造适合提升科技创新能力的科技文化环境。争取实现我国科技组织创新能力的跨越式发展。

| Abstract: | Our country is carrying out the reform of scientific and technological system,how to enhance the ability of scientific and technological innovation is related to whether to realize the great revival of Chinese nation and get foot- hold of equality among other nations in the world.We should accurately recongnize some factors that restrict the inno- vation ability of scientific and technological orgnization in our country,and reform scientific and technological system from the management of scientific and technological system.Morever,the cultivation and management of scientific and technological talent is also adapt for the need of the times,and endevour to construct the environment of scientific and technological culture to realize the leaping development of the ability of scientific and technological orgnization. |
