| Abstract: | The paper expounds in detail the characters of the constitution of the crime of maior environment pollution accident, including the object character, the character of objective aspect, the subject character and the character of subjective aspect. Also this paper gives rise to its points and views on some controversy problems, such as this crime is a resultant offense, a behavioral offense or a potential damage offense and the application of the principle of strict liability on criminal law. |
