| 摘 要： | 依据政府的宪法规定、政治任务和基本职能,政府必须承担发展乡村图书馆价值定位和制度保障的责任.发展乡村图书馆的价值定位是新农村建设的需要,是保障农民文化权利的基本方式,是建立公共文化服务体系的基本内容;制度保障是指政府应负有制度供给、制度实施和制度监督的责任.
