| 摘 要： | 实施西部开发，教育是基础，科技是关键。高校参与西部开发的战略对策，应确定以教育、人才培养、科技合作和可持续发展三大战略。提出了高校参与西部开发的对策，如建立区域协作，共建虚拟研究机构，以系统集成方法进行技术转移，采用多元化合作机制，发挥大学科技园孵化作用等，运用市场调节机制拓展与西部地区的科技、教育全面合作。

| Abstract: | Education is the basis,science and technology is the crifical factor in the development of the western region. The strategy of universities in participating the development of Western Regions shall be focused on education,on scientific cooperation for sustainable development and on the development of human resources. The concrete steps in implementing this strategy should include the establishment of virtual research organs for the common interests,the technical transfer through an integrated system,the adoption of various mechanizms of cooperation,and the like. Based which,it strongly emphasizes that the hatching function of the scientific and technological parks in universities should be fully brought into play,and the overall cooperation in education and technology with the western region must be regulated and further developed with market mechanizm. |
