| 摘 要： | 由于我国加入WTO关贸协定，国家教委放宽了对高等院校教育发展的自主权，要求在加快建设发展的同时，要按照市场运行机制规范运作，使得高等教育成为一个新兴产业。为了使新办院校健康、有序和规范化发展，应当关注院校发展中的有关问题。

| Abstract: | Because our country has entered into WTO, National Commission of Education gives more decision - making power to universities and colleges to develop themselves and on the sane time asks their development should be carried through according to the market standards to make higher education be a new industry. The problems emerging from the development of new universities and colleges should be concerned in order to make them develop healthily, orderly and standardized. |
