| 摘 要： | 人力资源是经济增长、科技进步及社会发展最基本、最重要的因素之一。教育是人力资源开发的基础,是提升人力资源总量和质量的根本途径。本文从基础教育、职业教育、高等教育三方面入手,分层次探讨它们在提高劳动者素质,开发人力资源,实施人才战略,调整经济结构中的重要基础作用。

| Abstract: | Human resource is one of the most im portant factors to the economic increase,scientific and techni cal progress and social development.Edu cation is the base of developing human resource,and is the basic path to increase the aggregates and quality of human resource.The article expounds that education plays a basic role in improving workers' quality,developing human resource,im plementing human strate-gy and readjusting eco nom ic structure from3levels of basic education,vo cational education and higher education. |
