| 摘 要： | 以若干典型国家20世纪90年代以来重要科技规划为案例，探讨新时期国外科技规划的共性特征，分析当代国外科技规划所包含的基本理念。这些共性特征和基本理念既反映了当代科学技术发展的规律和特点，也体现了当代科学技术与社会经济关系的新趋向。
