| 摘 要： | 中国自秦朝以来就建立了完备的监察制度，但作为自我修复、自我调节的机制，最终没有遏制腐败以及由此产生的政治越权，最终导致自身的瓦解。本文试从分析中国三代监察制度基本特征以及它的积极作用、缺陷、进而看它对我们在反腐败的今天的重要启示之一是监察机关必须真正的、以第三者公正的、超然的身份独立的行使它的监察权。
