| 摘 要： | 分析随着电子政务的不断深入和普及，用《中华人民共和国政府信息公开条例》来规制数字时代基于Web的电子政府的信息公开、利用行为的局限性，并针对数字时代电子政府技术、运行特征，从法制层面提出规范电子政府有效公开、利用政府信息的改进设想，以对未来制定政府信息公开法、电子政务法提供借鉴。

| Abstract: | With the deepening and prevalence of egovernment, the limitation of using Regulations of the People’s Republic of China on the Disclosure of Government Information to regulate Webbased egovernment information disclosure and use behavior has become increasingly evident. Based on the above analysis, in accordance with egovernment technology and operating characteristics， the paper puts forward some improvement assumptions on standardization of egovernment information effective disclosure and use from legal dimensions. The results can provide references for legislation on government information disclosure and egovernment. |
