| 摘 要： | 要统一不动产登记机构，首先应考察不动产登记的功能、性质和效力。统一不动产登记机构应坚持服务优先、兼顾管理，低成本、高效率，以及有限统一、渐进改革等原则。在关于不动产登记统一到何机构的几种代表性主张中，统一到专门设立的行政机关的主张较优，但应分步走。
