| 清同治朝官员拒绝修筑铁路思想刍议 |

| 摘 要： | 清代同治朝官员们在是否修建铁路问题讨论中提出四个拒绝修建铁路的主要理由:一是怀疑洋人"包藏祸心,觊觎商利";二是修铁路导致"险阻尽失,威胁主权";三是修铁路"妨碍生计,引起内乱";四是修路"耗费巨赀"。这四个方面基本反映了当时修筑铁路对中国的不利事实。对同治朝所处内外形势分析判断是官员们拒绝修筑铁路的内在原因;而西方对中国侵略造成的心理阴影及其在中国修建铁路的目的不纯,是同治朝官员拒绝修筑铁路的外在因素;晚清国家职能滞后性是影响近代中国铁路事业起步的根本原因。

On the Refusal of the Officials to Build Railways Thought in the Qing Dynasty |

| Abstract: | In the discussion of the railway construction,the officials of the Tongzhi period in the Qing Dynasty put forward four main reasons for refusing to build the railway.First,they suspected the Westerners " hiding the evil and coveted business";Second,building the railway would cause "the loss of resistance,and the threat toward sovereignty";Third,building the railway could "prevent the livelihood and cause internal disorder";and fourth,building the railway would be costly,which reflected the unfavorable facts of railway construction at that time.The internal and external analysis and judgment of the situation is the internal reason for the officials to refuse the railway construction,and the psychological shadow caused by the western invasion and the purpose of building the railway in China are the external factors of refusal.The lag of state functions in the late Qing Dynasty is the fundamental reason to hinder modern China's railway industry. |
