| 摘 要： | 针对农民工缺少社会保障的现状，部分学提出了解决农民工社会保障问题的“进城”方案：一是把农民工纳入城镇社会保障体制中来，享受与城镇职工完全一样的社会保障项目；二是参照城镇职工社会保障体系，建立新的农民工社会保障制度。这两种保障模式无论理论上还是实践上都不具备可行性。要从根本上保障农民工的社会保障问题，“还乡”更具操作性，即把农民工纳入农村社会保障体系，加快改革和完善农村社会保障制度，最终向城乡一体的社会保障体制过渡。

| Abstract: | Most researchers put forward two plans in accordance with farmer workers being short of social security: 1)fitting farmers into urban social security and enjoy same social security content; and 2)setting up new farmer social security system in the light of the urban social security system. However, both of the two plans have no feasibility, and "going home" is the best way to solve the farmer workers social security problems, that is, fitting farmer workers into rural social security system, making rural social security system more perfect it, and at last uniting the urban social security system and the rural social security system. |
