| 摘 要： | 现阶段我国区域间尤其是东西部之间义务教育发展不平衡的矛盾日益突出,这种不平衡在内涵特征上已经由过去的数量规模差异转化为教育质量与水平的差异。产生这种现象的根源在于区域间所享有的教育资源存在巨大差距。确保教育公平、促进均衡发展,最根本的策略在于促进教育资源配置的均等化和合理化,关键是应建立健全规范的教育财政转移支付制度。

| Abstract: | The problem of imbalance in the development of compulsory education between different regions,especially between eastern and western China,becomes increasingly remarkable.The essential characteristic of this imbalance ceases to demonstrate the difference in amount and size but starts to show the difference in educational quality and level,which has resulted from the wide gap in educational resources between different regions.The basic strategy to guarantee educational justice and promote balanced development is to enhancce equalization and reasonableness in distributing educational resources.And the key policy to actualize this strategy is to establish,improve and normalize a system of tranferred payment of educational finance. |
