| 摘 要： | 高校外部行政权力来源于法律授权、职权主体授权和举办者授权,其优化途径是通过建立健全高等教育法律法规进行治理和规范政府管理行为、建立各类非营利性的专业同行组织、引入市场机制和利益相关者共同治理机制。高校内部行政权力来源于执行外部行政权力的需要和配置教育资源的需要,其优化途径是建立由专业行政人员和高水于教授共同组成的管理结构。
