| 摘 要： | 国家统一和经济发展为汉代社会保障的实施提供了条件.谋求国家长治久安、防灾救灾、缓解社会矛盾,是汉代社会保障发展的原因.以灾害救助为主体的汉代社会保障内容丰富,措施多样,作为现代社会保障重要内容的灾害救助、社会救济、社会福利、优待抚恤等社会保障形态在汉代都已经出现.汉代社会保障化解生存危机、社会稳定的功能与现在的社会保障一脉相承,其实质是为统治阶级服务,具有鲜明的阶级性和等级性.
