| 摘 要： | 特殊的工业化路径，是“江南煤都”六盘水市二元经济结构迅速形成的根本原因；面临严峻的资源环境约束，城镇化则为统筹城乡发展提供了有效途径。城镇作为农村向城市转换的重要载体，这一以非农人口和非农产业为主体组成的社区，一旦获得大力发展将助推产业结构调整、升级和转型。通过实施科学举措推进城镇化，旨在谋求煤城二元结构破解与经济社会跨越。
