| 摘 要： | 随着经济社会快速发展、“人才”定义的悄然变化和大部制改革的稳步推行，实现区域人力资源的科学配置与合理流动，建立统一的地级市人力资源市场已具备可行性。这符合科学的人才观、马克思主义实践的观点和地级市的物质条件。这需要统一两个市场的服务标准、建立两个市场的信息交换机制、开放公共服务业务、共同维护市场秩序，最终实现真正统一。
