| 摘 要： | 随着互联网的普及,中国网民总数跃居世界第一,这使得政治舆论传播呈现多极化发展趋势。互联网给国家政治舆论传播控制带来难题,也带来机遇。互联网是国家控制政治舆论传播的＂双刃剑＂,运用得当就能发挥其积极功能,成为稳定政治舆论的工具,反之,则会催发集体行动的发生。
