| 摘 要： | 可持续是社会养老保险制度建设的重要目标。本文应用福利经济学和收入分配理论,及适度保障水平模型,对贵阳市城乡居民社会养老保险的适度性进行了系统分析和预测,结果揭示贵阳市社会基础养老金无法满足老人最低生存需要,城居保保障水平低于新农保,未来地方财政有实力承担适度养老水平的支付,在此基础上,提出完善城乡社会老保险制度的建议和对策。

| Abstract: | Sustainable development is an important target to the construction of social endowment insurance system.In this paper,the application of welfare economics and the theory of income distribution,and appropriate security level model,Guiyang urban and rural residents social endowment insurance of the moderate to system analysis and prediction,results reveal Guiyang City social basic pension system can not meet the old man the lowest survival need,city home security level is lower than the new agricultural insurance,local finance strength to undertake measurable future pension level pay,on the basis of this,put forward to perfect suggestion and the countermeasure for rural social old age pension insurance system. |
