| 摘 要： | 论述信息化建设不只是在现行政府管理中简单地引进电子手段，而是通过构建科学的信息资源管理模式提高行政效率和形成高效的管理体制。为此，构建社保基金信息资源价值转换模型，分析社保基金信息资源的价值形式，并提出社保基金信息资源管理的基本模式，从政府业务流程再造、信息组织创新等几方面构建信息资源管理机制。

| Abstract: | Informationization construction is not only using electronic means in current management of the government, but also improving administrative efficiency and forming efficient management system through constructing scientific information resource management model. Therefore, value transformation model of information resource management is established; The information resource value of social security fund is shown, and the basic model of information resource management about social security fund is put forward, and information resource management mechanism is construct from some aspects such as business process reengineering, information innovating and so on. |
