| 摘 要： | 第三产业的发展程度是衡量一个国家或地区经济发展水平的标志，而第三产业的发展是其内部四个层次共同推动的结果。虽然重庆市第三产业发展水平有所提高，但其内部结构发展却不合理，通过对重庆与上海的比较研究发现问题的根本所在．并据此提出相关对策。

| Abstract: | Development extent of the tertairy industry is a standard to measure economy developing level in a country or area. And the development of the tertairy industry is the result of its four layers boosting.Although development of the tertiary has been improving,its internal structure grows improperly. I find where the problem is through comparing Chongqing with Shanghai. And suggestions are given according to my study and analysis. |
