| 摘 要： | 随着人口增长和人类对水土资源的加速开发利用，自然界的水文循环和水土平衡不断受到破坏，给水分的供需和土地利用生态环境增添了新的压力，同时也严重影响区域社会经济的持续发展。本文把水土资源做为一个整体，对陕西关中灌区水土资源的开发进行科学的评估研究，提出进一步开发水土资源潜力的设想，以促使在区域水土资源开发利用中，按照水资源和土地资源系统之间的结构和功能，因地制宜，进行合理匹配与组合，协调水资源与环境之

| Abstract: | With population growth and man's acceleration in exploiting water and soil resources,water recycle and water soil balance in nature are undermining continusously which has not only added pressure to water supply and demand,land use and eco environment,but also affected sustainable development of regional society and economy seriously.Taking water and soil resources as a whole,this paper makes scientific evaluations to the development of water and soil resources in Guanzhong irrigated area of Shaanxi Province.It then raises the assumption of further exploiting the potential of water and soil resources for the purpose of taking measures suitable to local conditions in light with structure and function of water soil system,and coordinating relationship between water resources and eco environment and increase water and soil utilization efficiency by means of rational allotment and distribution. |
