| 摘 要： | 淮安市土地资源、气候资源独特，大力推进科技进步和经济增长方式的转变是解决资源问题的根本出路，其基本对策为：划定基本农田保护区；保护土地资源不受污染；建立和完善三元种植业结构与粮食节约型畜牧业生产体系；加强土地、水等农业资源的保护、管理和可持续使用，协调农业发展与人口、资源、环境的关系。

| Abstract: | Due to the unique land and climate resources in Huaian, great efforts made to promote scientific progress and changes in ways of economic growth are the fundamental solution to resource problems. The measures are as the follows: to demarcate basic farmland reserves; to protect land resources from pollution; to establish and perfect three dimensional farming structure and grain-saving stock-ris- ing system; to strengthen the protection and sustainable use of agricultural resources like land and water and to coordinate the relationship between agricultural development, population, resources and environment. |
