| 摘 要： | 以《绘制美国校园国际化蓝图》《门户开放报告》和《国际学生招生热点调查》的最新数据为基础,从国际化发展动因及规划、国际化经费及管理、国际招生等八个方面分析特朗普时代的美国高等教育国际化现状,归纳出国际化发展的三个"不均衡":政府意志和高校意愿的不均衡、跨境国际化与在地国际化的不均衡、一流大学与普通大学的不均衡。美国高等教育国际化发展呈现三个趋势:国际化日益沦为"美国利益"的工具,在地国际化发展将遭受严重打击,美国的国际化霸主地位可能被撼动。国际化世界格局的改变为中国高等教育国际化的转型发展带来了契机,中国应在国际化内部转型和外部拓展方面做好积极的应对,科学技术国际化和人文社科国际化两手抓,抓住多极化发展机遇,建设地域战略合作,打造世界高等教育共同体。

| Abstract: | After stepping into the era of Trump, the data of three surveys show three distinctive features of the internationalization of American higher education(HE)-the incompatibility between the American government and American HE institutions, the unbalance between cross-border internationalization and internationalization at home, and the difference between elite universities and less renowned institutions. Based on these analyses, it is suggested that China take proactive measures, such as internal transformation and external extension, to hail the chance brought by the change in the structure of IHE(Internationalization of higher education). |
