| 摘 要： | 全面建设小康社会反映了广大人民的共同愿望，是我国实现现代化战略目标必经的中间阶段，同时，我国已取得的现代化建设成就为“全面建设小康社会”奠定了基础；“全面建设小康社会”目标与“总体小康社会”相比，是更全面更高水平的小康社会；在新世纪之初提出“全面建设小康社会”目标具有特别重要的意义。
