| 摘 要： | 突发性污染事故已经成为环境规制中亟待解决的问题。标准作为环境风险监管的主要手段,可以通过限制企业做出社会低效决策的能力来约束企业对技术和行动地选择。本文对不同信息结构下的标准做了比较。结果发现,在信息环境中,验证、监测和信息报告活动弥补了实际监管的作用,从而进一步强调了在控制环境风险中对有效的标准设计的需求。

| Abstract: | Pollution incidents has become a serious problem in environmental regulation.Regulatory standards as the primary means of environmental regulatory.Standards can constrain actions through limiting the ability of enterprises.This article compares the the standards in different information structure.In the information environment,verification,monitoring and information reporting can make up for the actual regulatory.Further this article stress the importance of the standard design requirements in environmental risk regulatory. |
