| 摘 要： | 改革开放以来，由于市场经济的发展，中国社会结构正发生着巨大的变化，公民社会的形成和发展是最为引人注目的变化之一。公民社会的发展壮大是政府行政理念和模式变革的强大动力，极大地影响着政府行政范式的变革，政府善治便应运而生。

| Abstract: | Since China implemented the policy of reform and opening to the outside world, China's social structure has been undergoing great changes because of the development of market economy. Among these, the formation and development of civil society is one of the most attractive. The development of Chinas civil society gives a great impetus to the change of the principles and models of government administrations, and influences the changes of governance paradigm of government. And good governance of government emerges with the tide of the times. |
