| 摘 要： | 作为欠发达地区，近年来安庆市的城镇化发展缓慢，主要是因为其动力机制中存在产业结构转换缓慢、多重的二元经济结构并存、人口红利空间转移上的流失、制度变迁严重滞后等问题。必须从加快推进农业现代化、加速工业化以推动产业结构转换、加快推进农业转移人口的市民化进程、加强制度创新等方面对动力机制积极加以完善，为区域经济的发展创造条件。

| Abstract: | It is pointed in the report of the 18th National Congress of the Party that China should staunchly insist on the road of new industrialization, information technology development, urbanization, agricultural modernization with Chinese characteristics, and the firm promotion of the development of urbanization is in particular. The urbanization of farmers is the most important indicators in the measure of urbanization. Moreover, the off - farm workers are the main body of the farmers＇urbanization. The extension and expansion of the function of the communi- ty may ensure off- farm workers the same welfare and rights as that of the urban residents. While some problems such as dual managing and disorder of the participation in community activities exist in current management of off - farm workers living communities. This paper argues that, the necessary way to help the off- farm workers rapidly integrate into the city is to build a meaningful community in three aspects ： innovation of the management function, perfection of the service function and improvement of the education function. |
