| 摘 要： | 科研工作环境是科技人才发挥重要作用的关键，对充分调动科技人才的积极性、主动性、创新性具有重要作用。加强我国的科研工作，必须大力营造尊重知识、尊重人才的工作环境，激发潜能、鼓励冒尖的激励环境，真情关爱、温馨和谐的人文环境，积极开创人人皆可成才、人人尽展其才的生动局面，推动科研工作科学发展。
